I know you can get LAMP (Linux - Apache - MYSQL - PHP/Perl) on any virtual server out there, BUT what if you want to do development from your laptop wherever you are at, or your don't like the lagtimes on uploads and checking on your browser, or you want to use, let's say, the MySQL command-line directly?
WAMP Server is a neat little package, free and open-source that includes 3 things: THe latest versions of MySQL, PHP and Apache in a TRUE windows installer. What I mean by a true installer is that it doesn't extract all the files, but makes all the sys-admin mods as part of the installer fully automatically. You literally hit the INSTALL button on a standard Windows installer and it puts a turn-key WAMP (Windows - Apache - MySQL - PHP) installation on your PC complete with icons to start-stop the daemons/services.
I couldn't beleive it because part of the reason why I never used to run Apache - MySQL - PHP on my local box is because I could never get all the config files right to get it working bulletproof. But this does it all. NO SERIOUS, I installed it and it was working.......period. The only hassle I had was in figuring out that I had to turn on the services by left-clicking on the WAMP tray icon and start it. Its that turn-key.
I actually did Project Hera completely on WAMP, and then migrated it to GoDaddy. Try it out. Even those of you that aren't professional web designers should just try it out to see what it does (and maybe uninstall it afterwards)? idk. It is truly AMAZING though. EVERYTHING worked PERFECTLY with no muss, no fuss, no silly RAR files for a windows install, etc. etc. I am a UNIX guy too (kinda, I can get around in UNIX) but seriously, who distributes a windows installation in a compressed format that only UNIX understands? duh.

I've never had an installation of these kinds of things go as smooth. Five-stars from me...it was almost anti-climactic how easy it was.
